    While it is unlikely that the government could spray enough chemicals to influence the weather, its very possible that we are unintentionally changing the weather just by creating the clouds from the contrails which reflects sunlight away.
    We already know that burning jet fuel high up in the atmosphere has a large impact on the ozone layer. It can only get worse as jet travel increases.

    Frankly, the government is way too incompetent to conspire with aliens to change our weather.
